Acting Deputy Principal of Financial Services:

Mr MS Shabane

Financial services are vital to the effective operation of any TVET institution. At Elangeni TVET College, Mr. MS Shabane serves as the Acting Deputy Principal of Financial Services. He is responsible for overseeing the finance and supply chain units, ensuring the financial health and operational efficiency of the college.

Supply Chain Management (SCM) Unit

The SCM unit ensures the efficient procurement and management of goods and services necessary for the college’s operations. Key responsibilities include:

  • Procurement Coordination: Coordinating the College Procurement Plans to align with institutional needs and goals.
  • Procurement Management: Overseeing the procurement of goods and services in line with SCM policies, ensuring transparency and efficiency.
  • Inventory Management: Managing the inventory of books and ensuring that campus supplies are correctly provided according to requisitions.
  • Committee Coordination: Managing and coordinating the activities of all procurement- related committees, including the Bid Specification Committee (BSC), Bid Evaluation Committee (BEC), and Bid Adjudication Committee (BAC), to ensure efficient supply processes.

Through diligent management of financial and supply chain operations, Elangeni TVET College ensures that its resources are effectively utilised, supporting the Institution’s mission to provide high-quality education and training.

Finance Unit​

The finance unit plays a critical role in the management of the college’s financial resources. Key responsibilities include:
  • Allocation of Financial Resources: Ensuring that financial resources are allocated in line with the Programme Funding requirements.
  • Strategic Financial Input: Contributing to the development of the College Strategic Plan and the Annual Performance Plan with strategic financial insights.
  • Financial Operations Management: Overseeing all financial transactions, including debtors, creditors, banking, budgeting, asset management, and financial reporting. All operations are conducted in accordance with Generally Recognized Accounting Practice (GRAP) standards and college policies.
  • Annual Audit Management: Managing the annual audit conducted by the Auditor-General of South Africa (AGSA) to ensure compliance and transparency.
